I do think that either of those suggestions would be preferable to the status quo, however.
Likewise, plenty of situations where people kick out a player out-of-time if it looks like they're about to lose, but they know that by kicking someone else out that can scam themselves a win.
Since the feature needs to be universal I think this works fine in every common scenario in 3/4 player games. The effects of a skipped game vary based on tournament type so leave it up to the players to decide if skipping is optimal for them. This allows players to expel players to speed up tournaments, which makes it better than completely disabling the skip player button for tournaments.
Tournament integrity would rarely be affected because the skip is unanimous. The worst case is that players can use it to intentionally draw against remaining players, but these are 3+ player tournaments which are generally casual anyways.
Because an unanimous decision is rare I would prefer a 50% majority among the remaining players who are within their time limit. This means actual voting to give a player extra time or not, with the possibility to start voting again 48 after a voting did not result in a 50% majority.
But most important for me is the possibility to finish the game and play for the spots in the next round of the tournament with the remaining players who have not exceeded their time limit.
This was not a significant issue prior to June, so either the players have changed behavior or the website changed how they handled being kicked for time.
At this point, until the issue is fixed, there is no point playing tournaments unless it's set to players cannot kick players.
In this game, I had run out of time but I was two turns ahead of the other player. I was playing regularly and I was kicked even though I was going to finished the game on my next turn. Also the game results were affected but the message said it wasn't

in this game all the players were out of time but the player with he least amount of time over was able to remove both of the other remaining players. Again the player doing the kicking was not in first and the game results were affected.
