I don`t know am I write or not but through the rules it seems I and my opponent didn`t get some of reinforcements.
For example, I didn`t get reinforcement from region 2 to region 4 (not important) and my opponent didn`t get reinforcement from region 4 to region 12(very important - 12vp).
