With not developed association card (Association I), I wanted to get a partner zoo (association 3) but I already placed a worker before (not at the same action) to get a university (place 4). The game didn't let me do that, although in the rulebook says ". If 1 of your association workers is already on this task, you must instead place 2 to perform this task." So why does it offer a chance to place 2 more workers if you are not allowed to do more than 1 action from the start of the break until the end? It is obvious that it is a BUG or the rule hasn't been interpreted well.

screenshot link to the issue: I am trying to play Association to get partner zoo (Association 3) and the card is in the 5th spot so it can be played for Association 3 with no problems.
I don't have anyone on spot 3 (I'm the blue player in the image); so I don't need to play doubles.
I do have an Association 5 complete; that was many turns ago.
You do not have to have your Association card upgraded to use it more than once per Break. That would be a violation of the rules of the game.
